Boon Theng is the Managing Director of Legal Clinic LLC. Appointed Senior Counsel in January 2018, she has more than 30 years of experience in dispute resolution and is a domain specialist in medical and healthcare law. She has a Masters’ Degree in Medical Ethics and Law from the University of London (King’s College Centre for Medical Law and Ethics).

Boon Theng started her practice in 1991 with Khattar Wong & Partners. In 2003, she established Legal Clinic LLC with Simon Yuen. Her experience spans the full spectrum of legal work in the healthcare field, from serving on ethics committees to advising healthcare institutions and professional bodies and representing them in mediation and legal proceedings.

She was a member of the Singapore Medical Council Sentencing Guidelines Committee in 2019, and in March 2019 was also appointed the Co-Chairperson of the Ministry of Health Workgroup to Review and Enhance the Taking of Informed Consent and SMC Disciplinary Processes. The Workgroup’s recommendations were accepted by the MOH in November 2019, and have resulted in legislative amendments being made to the Civil Law Act to set up a new codified test for the legal standard of care for medical advice, as well as amendments to the Medical Registration Act to overhaul the complaints and disciplinary processes within the Singapore Medical Council.

She is currently a Board Member of the Singapore Institute of Legal Education, the Deputy President of the Maintenance of Parents Tribunal, and is also on the Panel of Disciplinary Tribunal Presidents for Law Society Disciplinary Cases. She is an adjunct lecturer in medical law and ethics with various tertiary institutions in Singapore and also for courses organised by professional bodies such as the Academy of Medicine and the Singapore Medical Association, and has been recognized for her volunteer work on the National Cancer Centre Hospital Medifund Committee and also as Honorary Legal Advisor to the Singapore Medical Association. She is currently also Honorary Legal Advisor to the Academy of Medicine, and Council Mentor to the Council of the Law Society of Singapore, where she previously served as its Vice President in 2017.

Appointments
Boon Theng was on the Council of the Law Society of Singapore from 2012 to 2017, where she served as Treasurer in 2015 and as Vice President from 2016 to 2017.

She is currently a Member of the Professional Training Working Group Committee for the Professional Training of Lawyers, as well as a Member of the Professional Conduct Council Working Group.

In 2016 and 2017, she served as a Member of the Committee of the Review of Medical Litigation Regime, a Committee whose work eventually led to the introduction of the High Court Protocol on Medical Negligence Cases (issued pursuant to Supreme Court Practice Directions Amendment no. 3 of 2017).

Within the healthcare industry, Boon Theng has been the long serving Chairperson of the National Cancer Centre Hospital Medifund Committee, but currently also serves as a Member of the Ren Ci Hospital Medifund Committee. She also sits on a good number of clinical and research ethics committees for various hospitals, and is a Member of the National Transplant Ethics Committee Panel of Lay Persons.
