Teck Leng has more than 30 years’ experience in the criminal justice field, initially as a judge hearing criminal cases, then as a state prosecutor and since 1997, as defence counsel.

Teck Leng was awarded a Public Service Commission Local Merit Scholarship (Open) to pursue law at the National University of Singapore.  In 1991, he joined the Subordinate Courts (now known as State Courts) as a Magistrate, Deputy Registrar, Coroner and Referee Small Claims Tribunal.  In 1995, he was appointed District Judge.  In 1996, upon his request, he joined the Commercial Affairs Department (CAD) as a Deputy Public Prosecutor and State Counsel to broaden his experience in this field.  Upon completing his scholarship bond, Teck Leng moved into private practice in the middle of 1997, specializing in criminal defence work.

Teck Leng’s breadth of experience spans the following:​

  • Presiding as Judge, appearing as state prosecutor and acting as defence counsel in extradition proceedings and the full range of criminal law cases heard in the State Courts.  
  • Presiding as an Examining Magistrate and acting as counsel in defending charges of serious and capital offences heard before the High Court including rape, drug trafficking, kidnapping and murder cases.  
  • Arguing criminal appeals before the High Court and the Criminal Court of Appeal.
  • Specialising in white-collar defence work involving investigations carried out by CAD, the Monetary Authority of Singapore (MAS) and the Corrupt Practices Investigation Bureau (CPIB) under the Penal Code, Securities and Futures Act and the Prevention of Corruption Act.  In this capacity, Teck Leng has advised and represented Chairmen, Chief Executive Officers, Chief Financial Officers, Executive and Independent Directors of public listed companies, as well as Government Linked Companies (GLCs).  His extensive experience in market misconduct cases include those related to leveraged foreign exchange trading and securities-related prohibitions such as insider trading, market rigging, non-disclosure, the making of false and misleading statements and fraudulent transactions.
  • Advising public listed companies on corporate governance issues.   
  • Appearing as defence counsel in disciplinary proceedings instituted by the Singapore Medical Council, Singapore Dental Council, Singapore Nursing Board, Singapore Pharmacists Council and the Professional Engineers Board.
